I know of ways to get the textures without getting source, but they all involve using your steam folder. For some unknown reason the Steam folder did not download when I downloaded steam.

WebGmod just happens to be a mod of Half Life 2. It has nothing to do with Counter-Strike. A more accurate comparison is if you download a mod for Cod but the author used assets that only exist in Battlefield's files, so you need to download that game as well for it to work. Basically it's the map-makers' faults for using CS:S assets.
